Perth, Australia: Two long‑standing West Australian disability organisations, Mosaic Community Care and Westcare Incorporated, have announced a permanent partnership to secure disability services and supported employment for people with disability across Perth.
Finalised in December 2025, the partnership is designed to strengthen service delivery, provide continuity of care, and ensure long‑term sustainability for people with disability at a time when many disability providers are facing increasing financial and regulatory pressures.
The partnership brings together two trusted, values-driven WA organisations with a shared commitment to high-quality care, continuity of services and long-term sustainability.
As part of the partnership, Mosaic Community Care will operate and manage Westcare’s disability accommodation services in Shenton Park, expanding Mosaic’s disability housing portfolio across the Perth metropolitan region. Westcare will join Mosaic’s family and continue to operate its Australian Disability Enterprises (ADE) factories in Nedlands and Bassendean, supporting people with disability in meaningful employment.
Both organisations bring decades of experience and a strong local legacy of providing services to West Australians with disability and their families.

Westcare has supported people with disability for more than 75 years, having been established in 1947 as the Tuberculosis Association of Western Australia. Today, it operates as a leading Australian Disability Enterprise and social enterprise delivering employment, training, development and housing services.
Mosaic Community Care was established in 1992 by three Perth families seeking greater choice and opportunity for their loved ones living with disability. Over the past 30 years, Mosaic has grown into a trusted NDIS provider delivering whole‑of‑life supports, including Positive Behaviour Support, therapy services, supported independent living and community programs.
Westcare’s workforce of nearly 150 employees, including 108 supported employees with disability, will continue in their roles, underscoring the organisation’s commitment to safeguarding employment and ensuring continuity of services. The partnership will also create opportunities for collaboration and professional development across teams.
Mosaic Community Care CEO Rob Wilton said the partnership was about strengthening outcomes for people with disability in Western Australia:
